Nearly three decades in senior leadership roles at the African Development Bank, spanning Human Resources, Corporate Procurement, Pension Plan Administration, and Decentralisation Strategy — including service as the Bank's Official Representative in Côte d'Ivoire. A Certified Global Remuneration Professional with graduate training in Operations Research from Ohio University and executive education from Cranfield University and HEC Montréal, Jean-Paul brings multilateral-institution governance rigour to StratBIC's human capital, leadership succession, and remuneration advisory.
Attorney and Founding Partner of Cabinet C2A Guinée S.A., the leading tax and legal advisory firm in the Republic of Guinea. With over 25 years advising government and major mining, telecoms, and financial institutions on Guinean and international taxation, Billo has contributed to national fiscal policy — including Guinea's General Tax Code revision and the Mauritanian Mining Code — and authored the reference work Précis de Fiscalité Guinéenne. He brings deep regulatory, tax, and governance expertise to StratBIC's legal, compliance, and fiscal advisory practice.
